Assistant Director of Finance
The City of City of Chula Vista is seeking a motivated, results‑driven Assistant Director of Finance to lead key operations across the Comptroller, Revenue and Recovery, Purchasing, and Budget and Analysis divisions; guide major financial functions; and partner closely with the Finance Director to drive department‑wide strategy and performance.
Essential functions include, but are not limited to, the following:
- Plan, organize and direct the financial programs and activities including, but not limited to, general accounting, budget, debt management, banking/ treasury, investments, accounts payable, accounts receivable, cashiering, purchasing, front counter, and collection of service charges for the City.
- Coordinate citywide budget preparation and administration including the estimation of anticipated revenues; collection, assimilation and analysis of departmental expenditure requests; preparation of fund balance projections; and other budget related functions as assigned.
- Oversee the annual audit process for various funds managed by the City; manage the year-end closing process to meet critical deadlines regarding annual disclosure requirements and the preparation of the Annual Comprehensive Financial Report (ACFR).
- Develop, plan and implement department goals and objectives; recommend and administer policies and procedures to meet legal requirements and City priorities.
- Develop and implement the Finance Department’s work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures; meet on a regular basis with Finance staff to share goals, objectives and to follow up on areas of concern.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
Qualified candidates, at minimum, will have at least six years of increasingly responsible experience in accounting, public or business administration, including two years of management responsibility and a Bachelor's degree from an accredited college or university with major course work in accounting, public or business administration or a closely related field. Master’s degree is highly desirable. License as a Certified Public Accountant (CPA) is highly desirable.
